We’re Hiring: Senior Digital Payments & DPI Expert for Multi-Country Africa Assignment
ID30 is expanding its expert bench. We are looking for a senior consultant in payment infrastructure to join our team on a strategic Digital Public Infrastructure (DPI) Country Scoping Study mandated by Access to Finance Rwanda (AFR) on behalf of the FSD Network, with the support of the Gates Foundation.
The Mission
This assignment will deliver an in-depth diagnostic of DPI ecosystems — Digital Identity, Instant Payment Systems, and Secure Data Exchange — across 11 African countries: Rwanda, Kenya, Uganda, Tanzania, Nigeria, South Africa, Zambia, Mozambique, Ethiopia, the Democratic Republic of Congo, and Somalia.
The objective is to translate aspirational digital strategies into a functional, Africa-led DPI reality that addresses systemic market failures and unlocks pathways to inclusive prosperity. The study will produce country-specific readiness profiles, a regional synthesis report, and an actionable investment roadmap for the FSD Network.
Profile We’re Looking For
- Minimum 5 years of experience conducting technical diagnostics of foundational DPI stacks (Digital ID, Payments, Data Exchange)
- Deep expertise in payments interoperability frameworks, data governance, and digital ID standards
- Proven track record across multiple African markets
- Documented experience engaging with Central Banks, ICT Ministries, and Regulatory Authorities
- Strong analytical and synthesis skills — ability to turn complex technical data into actionable insights for senior decision-makers
- Familiarity with leading global DPI approach frameworks (DPI Safeguards, Modular Open Source Identity Platform, GovStack, etc.) is a strong plus

- Format: Hybrid — remote with potential country missions
- Reporting line: ID30 Team Lead, working alongside our DPI scoping and institutional diagnostics experts
