This material brings together 9 recommendations for an effective and sustainable digitalization of legal identity. They draw on field missions, most recently in Gabon and Madagascar, and are intended for governments and their technical and financial partners engaged in modernizing civil registration.
Civil registration digitalization is central to digital inclusion and to access to fundamental rights. Sharing these lessons helps countries move faster and avoid repeating the same mistakes.
