Samoa invites the market to an Early Market Engagement on its national digital ID

As announced by the Samoa Bureau of Statistics (SBS) in its public notice, the Government of Samoa is preparing a Request for Proposals for the supply, installation and operational support of the National Digital Identification System (NDIDS). The project is financed by the World Bank (P181456). The Request for Proposals is expected in November 2026, after the World Bank no objection.

Before issuing it, SBS invites all interested firms to a public online Early Market Engagement session on Thursday 15 October 2026, from 09:30 to 11:00 Samoa time (Wednesday 14 October, 20:30 UTC; 22:30 Paris; 16:30 Washington; Thursday 07:30 Sydney; 09:30 Auckland). The session is open to all; registration is only needed to receive the link.

The session covers the context, the National Digital Identification Act 2024, the objective and key principles of the system, the scope of the NDIDS and of the contract, the expected proposal format, joint ventures and local partners, the indicative schedule and key milestones, and how to obtain the Request for Proposals and submit a proposal.

SBS welcomes systems integrators, identity and biometric technology providers, and Samoan ICT firms that may join a proposal as partner or subcontractor.
